Village of Ubly Regular Meeting Minutes October 1, 2009
The village of Ubly regular meeting of October 1, 2009 was called to order at 7:00 p.m. by President
Mark Brown.  The Pledge of Allegiance was recited.
Roll Call:  President Mark Brown, Trustees Shawn Wright, Lance Krueger, Mark Dropiewski, Jeremy
Melnik, Trustee elect Adam Kain, Trustee Elect Jeff Maikrzek, Treasurer Elect Laura Kramer, Clerk
Elect Alger Lemke, Clerk Judy Messing, Police Chief Matt Kuhl and DPW Supervisor Carl Weber.
Absent were Steve Romzek and Jean Grifka.  There were 4 citizens in attendance.
Due to time limitations, Cub Master Dave Eilers from Troop 585 was moved up on the agenda.  He asked
for permission to develop a camp site in a natural clearing in the woods on the Hoover farm.  This is
to be part of an Eagle Scout project intended to take 75 to 100 man hours for planning and development.
Discussion.  Motion by Shawn Wright to allow the project and seconded by Lance Krueger.  Motion
carried.
The minutes of the September 3, 2009 meeting were read and discussed.  A motion by Mark Dropiewski
and seconded by Lance Krueger to accept the minutes of September 2, 2009 as read.  Motion carried. 
Discussion on bills to pay for the month of October.  Bill not on the list but added at the meeting include
money owed to Steve Messing for digging a trench for a water line at the girls softball field.  Also
discussed the SLC bill.  A motion by Jeremy Melnik and seconded by Shawn Wright to pay the bills for
the month of October as amended.  Motion carried.

Treasurer's report stands approved as printed.
DPW
Carl discussed the Amish logging project and it's progress.  Everything going O.K. so far.  The Cass 
River Drain cleanup project is completed.
POLICE
In his police report Matt said that the tree stand cut down by the Amish is now at the P.D.  Also that the
Pike street trailer should be gone by next summer.  Suggested publishing Halloween hours for the village
in the Huron Daily Tribune and the Minden City Herald. 
Matt also said that the $1,000 budgeted for police overtime was almost used up.  Asked if money could
be transferred from salvage inspection revenues since those were quite higher than anticipated.  Council
thought that would be an O.K. way to handle it, but would not formally adjust the budget until fiscal year
end.
TRUSTEE REPORTS
DPW - Chairperson Steve Romzek - no report.
Parks & Recreation - Chairperson Mark Dropiewski - A private donor has offered to pay up to $1,500.00
for a memorial park bench.  Council discussion recommends contacting Bad Axe Mausoleum to determine
style and cost.
Water & Services - Chairperson Lance Krueger - no report.
Police - Chairperson Jean Grifka - no report.
Personnel - Chairperson Shawn Wright - Discussion about posting "no hunting" signs for the Hoover farm
as well as any village property to help ensure the safety of the Amish loggers and Boy Scouts.  Motion
made by Shawn Wright and seconded by Jeff Maikrzek to allow the Scouts to post the signs.  Motion
carried.
Planning & Zoning - Chairperson Jeremy Melnik - Jeremy read the 1st of 2 required Planning Commission
meeting reviews.  The second required reading to be completed at the November Village Council meeting.
OLD BUSINESS
A)  MML Training Date - We have a $300.00 training gift certificate to use before the end of the year.
Discussion about Wednesday October 21, 2009 or Wednesday October 28, 2009 at 4p.m.  No firm
plans for the training set at this time.
B)  Cass River Drain cleaning - covered previously in the DPW report.
C)  Forever Soaring Signs in Albert E. Sleeper Park - Mark Brown spoke with John Misico's wife about
them, and she said that the signs were present in approved models and/or drawings.  No knowledge of
such approvals were brought forth during council discussion.
A motion to remove the "Forever Soaring Parkette" signs was made by Shawn Wright and seconded by
Jeremy Melnik.  Motion carried 6 to 1.
NEW BUSINESS
No new business
PRESIDENT'S REPORT
President Mark Brown - read a letter from Susan Schrader stating she would no longer be available to
publish the village newsletter.  Council discussed sending her a Thank You card and a $40 gift certificate
redeemable at any Ubly business.
Motion on the Thank You card and gift certificate made by Jeremy Melnik, seconded by Jeff Maikrzek.
All approved.  Motion carried.
Council also discussed at this time sending Kayla Vogel a Thank You card and a $25.00 gas card for
her excellent work during the past summer.
Motion made by Shawn Wright and seconded by Lance Krueger.  All approved.  Motion carried.
Mark Brown also encouraged council to look for interested persons to take over publishing the Village
Newsletter every 3 months.  It is open to council members first.  Further discussion to take place at the
November Village Council Meeting.
Mark read a letter from Jean Grifka offering congratulations to the newly elected council members and
officers, also expressed her thanks for the opportunity to serve as a past council member.
Mark would like an appreciation dinner for Judy Messing, Florence Schrader, and Steve Romzek for their
many years of exemplary public service to our village.  Mark will look into the size and cost of such a
celebration and report at the November meeting.
As a way of keeping council members fresh, Mark suggested the areas of responsibility for committee
chairpersons be swapped/mixed up.  Newly named chairpersons and their areas of responsibility are:

Public Input
County Commissioner David Peruski congratulated the newly elected trustees and officers.  Reported
that animal control will currently be contracted through Sanilac County at the cost of $60 to $75 per animal.
He asked that all voters oppose House Bill H.B.5252 by contacting our legislators.  Huron County stands
to lose $150,000 in revenues if the bill passes into law.  He finalized by reporting that the Expo Center
cleanup will cost another $25,000 to $28,000 to comply with environmental laws.
There being no further business, a motion to adjourn was made by Adam Kain and seconded by Jeff
Maikrzek.  Meeting was adjourned at 8:45 p.m.
