Village of Ubly Regular Meeting Minutes November 5, 2009
The village of Ubly regular meeting of November 5, 2009 was called to order at 7:00 p.m. by President
Mark Brown.  The Pledge of Allegiance was recited.
Roll Call:  President Mark Brown, Trustees Shawn Wright, Lance Krueger, Mark Dropiewski, Jeremy
Melnik, Adam Kain, Jeff Maikrzek, Treasurer Laura Kramer, Clerk Alger Lemke, Police Chief Matt Kuhl,
and DPW Supervisor Carl Weber.  There were 3 citizens in attendance.
First on the agenda were Leila Korotounov and John Misico on the subject of the "Forever Soaring Parkette"
signs in the Albert E. Sleeper park.  President Brown explained that the sentiment of the council was to
leave the park exclusively named Albert E. Sleeper park.  After discussion, it was felt that the signs were
well done and attractive, but that the wording should be changed to something like, "Forever Soaring
welcomes you to Sleeper Park."  Mark Brown was to meet with Mr. Misico to determine exact wording.
A motion made by Shawn Wright and seconded by Jeff Maikrzek to approve leaving the signs in the park
if the wording were changed.  All in favor.  Motion carried.
Mr. Misico also brought a photo of a weather vane he was constructing for the top of the sitting area.
Construction material was discussed, brass was chosen.  A motion made by Lance Krueger and seconded
by Mark Dropiewski to approve the style and construction material.  All in favor.  Motion carried.
The minutes of the October 1, 2009 meeting were read and discussed.  A motion by Jeremy Melnik and
seconded by Jeff Maikrzek to accept the minutes of October 1, 2009 as read.  Motion carried. 
Discussion on bills to pay for the month of November.  Bill for $767.50 for Consumers Power was requested
to not be paid as Mark Brown will look into the charges to see if they can be reduced.  A motion by Shawn
Wright and seconded by Mark Dropiewski to pay the bills for November less the $767.50 Consumers
Power bill.  All approved.  Motion carried.

Laura Kramer - Ubly Village Treasurer - presented a new format for the treasurer's report.  It seemed by
most to be easy on the eyes and easy to understand.  The report stands approved as printed.
Also need approval to remove former treasurer Florence Schrader from two CD accounts at Eastern
Michigan Bank (account numbers on file in the handwritten clerk's notes of the meeting).
A motion was made by Adam Kain and seconded by Jeff Maikrzek to remove the names of former
President Dennis West and former Treasurer Florence Schrader from all accounts as signatories
at all banks the village does business with, and designating current signatories as Treasurer Laura
Kramer and President Mark Brown.  All in favor.  Motion carried.
Also discussed were the delinquent garbage bills and how to handle those that were not getting paid.
Mark Dropiewski was asked to call village attorney John Ferris to see how to legally handle them, and
report back to council next month.
DPW
Carl Weber reported that street work on Margie Street and Riverview Drive was completed.  There may be
some grass that needs reseeding but that's about it.  Also, resident Joe Particka asked for a barrier at
the end of Margie street to prevent cars from going past the dead end and driving through the field to 
Agnes Street (via Joe's backyard and driveway).  Discussion.  Decided to start with a snow fence and
posts to see how effective a barrier would be.  Carl also reported that hydrants were flushed last month
with no public complaints.  Dennis Smalley was present to share info on the completion of the new
storage building in the park.  Carl reported that leaf cleanup continues, the two trees mentioned at last
month's meeting are now gone, that it is time for the police department to address allowable street parking
times before snow flies, and that Christmas decorations are going up shortly.  Lastly, it is going to take
about $1,000.00 to re-side (T-111) and re-roof the nativity barn, and it needs to be budgeted in for next
fiscal year.  President Brown asked that more attractive siding options be checked for price before giving
the go ahead on repairs.
POLICE
Chief Matt Kuhl reported that Halloween went great, with no accidents, fires, or missing kids.  Also said
that the big garage door on the police building was down, and that a spring ordered by Peruski Construction
was on back order and should be in by next week.  Matt also presented a certified letter in reference to the
Pike Street trailer that needs to be removed, requesting a meeting on December 2, 2009 between the trailer
owner and the village.  Whether the owner is present or not, this is the village's next step in following
established procedure to facilitate eventual removal of the trailer.
TRUSTEE REPORTS
Parks & Recreation - Chairperson Shawn Wright - Received a landscaping proposal from Lee's Landscaping
for $7,000.00 and one from Green Acre Landscaping for $2,400.00 regarding the Veteran's Memorial and 
the weeds next to the bridge in the village park.  Project to include new edging, remove weeds and replace
with shrubs where a mower can't reach near the river, and new landscaping by the Veteran's Memorial wall.
Discussion.  It was decided to get bids for light repair at the Vet's Memorial and let the landscapers
determine when to start the project.  There should still be time to get with the T.V.O. to see if they want
to contribute any money and/or ideas.  Motion made by Shawn Wright and seconded by Jeremy Melnik to
go with the $2,400.00 bid of Green Acre Landscaping for the project.  All approved.  Motion carried.
Discussion on the need for a new Master Plan for the village.  It is needed to apply/write for grant monies.
Mark Brown said it is expensive but worthwhile.  He will investigate the cost and get it in the budget for the
next fiscal year.  Shawn Wright asked what the total amount received so far from J.B. Logging was.
Treasurer Laura Kramer to investigate.  Discussion about using the money for trails and/or a bridge on the
Hoover farm.  Discussion about setting the money aside in a special account or CD, earmarked for use
exclusively for Parks and Recreation projects (i.e. playground equipment).  Also reported that the Boy Scout
trail is in and that they are camping out there this Saturday night.  One half (24) of the new "no hunting"
signs are up with the rest to be put up in the coming weeks.
Water & Services - Chairperson Mark Dropiewski - Jeff Smith from Huron County Building and Zoning said
there are about 40 water meters in the village left to inspect, citing that it is difficult to find people home.
Council felt that he should ask his supervisor what to do to get the inspections completed.  Shawn Wright
said he has never been contacted by anyone to have his meter inspected.
Police - Chairperson Lance Krueger - No report
Personnel - Chairperson Jeff Maikrzek - No report
Planning and Zoning - Chairperson Adam Kain - Jeremy Melnik read the first of 2 readings of the updated
zoning ordinance.  After checking with our lawyer it was determined that the ordinance is good to go without
a second reading.  Motion made by Jeff Maikrzek and seconded by Jeremy Melnik to adopt the newly
written Village of Ubly zoning ordinance book.
Alger was asked if he could freshen up the locked public display window, and he said he would as soon
as he could locate the keys for it.
OLD BUSINESS
MML Training Date - Mark Brown would look at some training dates in November to see if we could get
the gift certificate used up.  If not, we'll have to let it lapse and find training dates in 2010.
NEW BUSINESS
It was requested of department heads to have their budget requests ready to present at next month's
meeting.
PRESIDENT'S REPORT
President Mark Brown - a mayor protem needs to be appointed, and Mark chose Jeff Maikrzek.
Appreciation dinner for previous elected officials - Mark still definitely wants to do it, but thought it would
be best after the holidays/first of the year.
He also expressed a warm welcome to new council members on behalf of Don Wright.  "Smokey" wishes
them well.
Street Christmas ornaments?...1 or 2 were previously O.K.'d.  Carl will order them.
Carl Weber asked if the village website has been updated.  Shawn reported that it gets very few hits and
asked if it's worth keeping it.  Jean Natzel has been hired to update it, and gets paid to update it as we
send her the information.  Jeff Maikrzek will contact her to discuss ideas, needs, etc.  Shawn suggested
that we advertise it or quit it.
Public Input
Dennis Smalley presented the occupancy permit for the new building in the village park.   The storage area
us already in use for sports equipment, and there should be plenty of room for "Movies in the Park" items,
some DPW items, etc.  Virgil has the grass around it seeded.  It was reported that the entire project was
paid for from Homecoming Committee funds.  Carl commented on the awesome job done.
Jeremy Melnik discussed the possibility of updateable signs on or near the M-19 village limit signs.  Matt
said that on M-19 we would need state approval because it is a state road.  Jeremy mentioned that Joe
Palmer Signs could put together a proposal if we were interested.  No action at this time.
There being no further business, a motion to adjourn was made by Jeff Maikrzek and seconded by Shawn
Wright.  Meeting was adjourned at 8:25 p.m.
